While driverless cars are very rule based, human drivers are quite the opposite and these two are required to share the same roads in about 3 to five years. human drivers will occassionally exceed the speed limit or jump a red light. Programmers must now figure out human behaviour and such traffic idiosyncrasies. Teaching a car to use that knowledge will require massive amounts of data and big computing power that is prohibitively expensive at the moment.
